According to the analysts' of CFTS opinion modernization of all the ports is impossible and unnecessary. First of all it requires high financial costs, second it leads to the increase of excessive capacities and efficiency reduction. All these issues are mentioned in head of CFTS department of analytics Anrey Shkliar's report during Freight and Azov Black Sea ports 2013 international conference.
