The places where motor carriers park their buses illegally in Kyiv will be granted legal status in the near future, and they will become bus stations of the lowest category.

Deputy Minister of Infrastructure Yurii Lavreniuk announced this to the CFTS portal.

According to him, all the bus stations in Kyiv will undergo certification in the near future and illegal carriers will be eliminated from the passenger transportation industry. In cooperation with the Kyiv municipal administration, the state transport safety agency, and the National Police, the Ministry of Infrastructure, intends to tighten control over the operations of passenger buses and bring all bus stations into the legal sphere of operation.

The places where buses gather for passengers to embark and disembark, which are currently not approved by the city authorities, will be granted the status of fifth-category bus stations. This is the lowest category of bus station, Lavreniuk said in an interview with the CFTS portal, which will be published soon.

After this legalization, raids are expected to be conducted to detect illegal carriers avoiding payment of taxes, licensing, and technical inspections of their vehicles.

As reported, the draft law No. 4683 proposed by the Cabinet of Ministers has been registered in the parliament. This document provides for adding a new article 164.17 to the Code of Administrative Violations. This article stipulates that the following are violations in this area: provision of passenger and/or cargo transport services without state registration as a subject of business activity, without registration with the State Register of Motor Carriers, without a license to provide such services, or without an agreement on passenger transportation on public bus routes.

The penalty for such violations will be 450 non-taxable minimum incomes or UAH 7,650. Provision is also made for seizure of vehicles (with compensation). If a carrier commits the same violation for a second time within one year, the fine will be doubled to UAH 15,300 hryvnia and the vehicle will be seized again (with compensation).
