Ukrainian Sea Ports Authority To Simplify Contract Documentation In Accordance With FIDIC International Standards

The Ukrainian Sea Ports Authority has joined the Ukrainian Association Federation of Consulting Engineers with the aim of improving the quality of dredging work and engineering documentation in accordance with the requirements of the International Federation of Consulting Engineers (FIDIC). The relevant cooperation memorandum between the Ukrainian Sea Ports Authority, the Ministry of Infrastructure, and FIDIC was signed on 21 March.

According to the Ukrainian Sea Ports Authority, work on FIDIC standards, particularly application of the provisions of the Blue Book (Form of Contract for Dredging and Reclamation Works) and the Red Book (Conditions of Contract for Works of Civil Engineering Construction), will make the Ukrainian Sea Ports Authority’s tender procurements simpler and more transparent and create clear rules for international dredging and engineering companies working in Ukraine.

"The rich expertise of FIDIC will help us to become understandable to the whole world and create universal contract forms for dredging and other engineering works. The Ukrainian Sea Ports Authority is the largest enterprise in the Ukrainian port industry, and we want it to also become an important customer at the international level. This will be possible if we increase our procurement transparency and fully comply with international standards," the Ukrainian Seaports Authority’s head Raivis Veckagans said.

Minister of Infrastructure Volodymyr Omelian expressed hope that the practice of preparing questionable tender documentation that is later checked by antimonopoly, anti-corruption, and other bodies would now disappear into the past. Organization of tenders in accordance with FIDIC standards should lead to tangible savings in public funds, Omelian said.

FIDIC is one of the oldest international associations in the area of construction investment. It publishes international standard forms of contracts for works and for clients, consultants, sub-consultants, joint ventures and representatives, together with related materials such as standard pre-qualification forms. The Federation was established in 1913. The Ukrainian Association of Consulting Engineers is the only authorized representative of FIDIC in Ukraine.
