The director of the Center for Transport Strategies (CFTS), Serhii Vovk, has been appointed as the head of the American Chamber of Commerce in Ukraine’s working group on seaports. The new head of the working group was presented to the American Chamber of Commerce in Ukraine’s President Bernard Casey at a meeting on April 4.

"Ukrainian ports require massive investments of more than USD 3 billion in modernization. The task of the working group is to seek working solutions through dialogue with market participants, primarily in the area of improving the regulatory framework, which will help to attract new investors and create comfortable conditions for real projects in the industry,” said Vovk.

Members of the working group noted a range of problematic issues that need to be addressed, particularly concretization of the procedure and mechanism for attracting investment in port projects; the lack of proper regulation of land issues; the provisions on compensating for investments in port facilities; the "bottlenecks" of port railway infrastructure; simplification of environmental regulation of ballast water.

These and other issues will be the focus of separate meetings of the working group with the participation of representatives from the relevant government agencies. The American Chamber of Commerce in Ukraine’s is one of the most influential non-governmental organizations representing the interests of foreign and domestic investors. It has been operating in Ukraine since 1992.

The chamber’s working group on development of seaports consists of representatives of leading international and Ukrainian companies - the EBRD, Cargill, Louis Dreyfus, Nibulon, TIS, Portinvest, Brooklyn-Kiev, E & Y, Deloitte, KPMG and others. The working group analyses problematic issues in the Ukrainian legislation on sea and river transport.
