The Ukrainian Ministry of Interior Affairs has proposed simplifying the procedure for monitoring the payment of the automobile recycling tax by importers and manufacturers by introducing an electronic register.

"It has been proposed to amend the Law of Ukraine No. 422-VII of July 4, 2013 ‘On Amendments to the Tax Code of Ukraine regarding Payment of the Environmental Tax for Recycling Vehicles that are No Longer in Operation and Improvement of Certain Tax Provisions’ to simplify the mechanism for monitoring the payment of the tax by replacing the issuance and monitoring of certificates with the appropriate electronic register and issuing extracts from it," the press service of the Ministry of Interior Affairs told the Center for Transport Strategies.

The ministry also noted that it sent to the Ministry of Revenue and Duties on September 10 a letter with a proposal to submit draft interim monitoring regulations for adopting temporary certificates to the government for consideration.

As reported, the Ministry of Revenue and Duties recently greed to issue certificates of payment of the automobile recycling tax to automobile importers during importation of vehicles onto the territory of Ukraine.

The laws that provide for payment of recycling fee for automobiles came into effect on September 1. According to the documents, the buyer of a new automobile is obliged to present a certificate confirming payment of the recycling fee to the State automobile Inspectorate during registration of the automobile. However, the agency that will issue the certificate has still not been determined, which has caused some difficulties involving registration of new vehicles.
