The Odesa regional administration did not grant permission for allocation of land to the Allseeds Black Sea company for construction of a berth at the Yuzhny port because the company failed to comply with the requirements of the law, failed to reach agreement with the owners of adjacent land plots, and failed to provide the necessary documents. The press service of the Odesa regional administration announced this in a statement, citing the Odesa region’s acting Deputy Governor Oleksandr Borovik.

He emphasized that Odesa regional administration is interested in attracting investments to the region and supported the Allseeds company's investment project at the Yuzhny port. However, according top him, during consideration of the case, it became clear that implementation of the project for construction of the berth would require Allseeds Black Sea to pass through land belonging to another private company to reach the sea.

According to Borovik, the Odesa regional administration participated in negotiations between equal private investors for several months in a bid to reach a compromise and determine the "optimal corridor" for implementation of the project. However, the company that owned the abovementioned land plots refused to meet Allseeds halfway. As a result, Allseeds Black Sea, which had applied for allocation of land, was unable to provide a deed of easement concluded with the owners of the adjacent land plots and the relevant project documentation.

"The land plots are owned by other persons and they are located very close to each other, which makes it impossible to use the land that the Allseeds company wanted to lease. We cannot force anyone to agree. I ask the owners and management of Allseeds Black Sea to stop their baseless media campaign, in which they accuse the Odesa regional administration of playing into the hands of their competitors," said the acting deputy governor. 

As reported, the Allseeds Black Sea company (part of the Allseeds group of companies) has gone to court to challenge the decision of the Vizirsk village council (Kominternivskyi district of the Odesa region) to approve a 49-year lease of a water area at the Yuzhny port to Energo Produkt Ltd for construction of maritime transport infrastructure.
