It will take up to 10 days to fill the water pipeline, after which consumers will be able to receive water.
Customers will be able to send documents and parcels weighing up to 100 kg.
The relevant agreement is being discussed and studied by the relevant ministries, banks, and international insurance groups, including Lloyd's of London.
