Ukraine’s Minister of Transport from 1999 to 2001. The board chairman and president of AsMAP since September 2001. He holds a Doctor of Science degree, and he is an academician with the Transport Academy. He was a member of the second parliament of Ukraine and the chairman of the sub-commission on transport and communications in the Ukrainian Parliamentary Commission on the Fuel and Energy Complex, Transport, and Communications.
