He was the head of the state-owned Izmail merchant seaport from 2011 to 2012. Before then, he held management positions at the state-owned Yuzhny merchant seaport for three years. In particular, he was the deputy chief of port operations and the chief engineer at the port. He also held the posts of director of the Ukraina shipyard (Odessa) and the first deputy head of the state-owned Kherson merchant seaport. He graduated with a degree in mechanical engineering from the Odessa Institute of Naval Engineers.
