Ukraine's Minister of Development of Communities, Territories, and Infrastructure Oleksii Kuleba has announced that work on the concession project in the port of Chornomorsk was discussed during a meeting with the president of the European Bank for Reconstruction and Development (EBRD), Odile Reno-Basso, the CFTS portal reports.
"We discussed key joint projects to restore and modernize our transport infrastructure. Today, the uninterrupted operation of all logistics systems in Ukraine is a guarantee of the country's stability and economic security," he said.
According to him, a separate topic of discussion was the work on port concession projects in the southern part of the country, particularly in the port of Chornomorsk.
"We also plan to preserve the projects in the ports of Olvia and Kherson," the minister said. "At a time when the enemy continues to attack us, we are doing everything possible to restore the transport network quickly. At the same time, we are working to develop our logistical capabilities."
As the CFTS portal reported previously, the Ukrainian Ministry of Development of Communities, Territories, and Infrastructure continues to prepare the assets of the Chornomorsk seaport for concession.
Previously, it was announced that concession tenders would be announced in 2024. Work on concession projects for the assets of the Chornomorsk Commercial Seaport resumed in April 2023. These are projects and separate tenders for the port’s Terminal No. 1, Container Terminal, and Ferry Terminal.
In general, the process of preparing for the implementation of concession projects in the Chornomorsk seaport began even before Russia's full-scale invasion of Ukraine. The announcement of the concession tenders was planned for 2022, but it did not happen because of the war.
The relevant ministry resumed the process in the spring of 2023. The first phase of the preparation process is the preparation of the feasibility study, and the second phase is the organization of concession tenders. At that time, the ministry announced the preparation of tenders for the concession of the Chornomorsk seaport’s Terminal No. 1, Container Terminal, and Terminal No. 5.
The preparation of the feasibility study is financed by the Global Infrastructure Facility, with experts and consultants provided by the European Bank for Reconstruction and Development and the International Finance Corporation (IFC).
