The reform of the Ukrainian railway industry involves creation of a competitive environment on the market, Minister of Infrastructure Andrii Pyvovarskyi announced this at a press conference during the International Transport Week in Odessa, the CFTS correspondent reports from Odessa.

According to Pyvovarskyi, the State Railway Administration (Ukrzaliznytsia) will remain a natural monopoly in the area of infrastructure, but it will be required to provide equal and unlimited access to infrastructure for all market participants on equal financial terms.

"Moreover, we expect creation of an independent tariff authority, the NKRT, as well as a railway administration. The Ministry of Infrastructure will be a ‘regulator,’ and the administration will enforce these regulations and to monitor their implementation. That is, the bill on reform of the railway industry that is being publicly debated today provides for competition in the industry," said the minister.

As reported, the first "attempt" to create the NKRT was made in the period of 2012-2013.
