Ukraine intends to spend UAH 8.47 billion on development of urban electric transport in the period of 2013-2017, including upgrade of the fleet of trolleybuses and trams (2,330), as well as on construction (45.5 kilometers) and reconstruction (884.6 kilometers) of tram and trolleybus lines. The Interfax Ukraine news agency reported this, citing a July 24 government resolution that approved the new version of the state program for development of urban electric transport until 2017 (the previous program was from 2007 to 2015). The Document was published on Monday.

UAH 1.95 billion is expected to be allocated from the state budget for implementation of measures to upgrade electric transport in the period of 2013-2017, about UAH 3.25 billion is expected to be allocated from local budgets, and about UAH 1.3 billion is expected to come from other sources. Money is expected to be allocated from the state budget only if the relevant amounts are allocated from local budgets. In total, the volume of the program over the entire period is now estimated at UAH 8.47 billion (UAH 2.55 billion from the state budget, UAH 4.23 billion from local budgets, and UAH 1.69 billion from other sources).

For construction of tram lines in Vinnitsa and the Brovary-Kiev tram line, UAH 179.5 million is expected to be allocated from the state budget, UAH 299.26 million from local budgets, and UAH 119.7 million from other sources. For reconstruction of tram and trolleybus lines, UAH 407.96 million is expected to be allocated from the state budget, about UAH 680 million from local budgets, and about UAH 272 million from other sources. The report does not provide information about projects in other cities.

Previously, the state program for 2007-2015 provided spending UAH 4.76 billion on development of electric transport, including upgrade of the fleets of trams (942) and trolleybuses (3,360).

In addition, the previous program provided for allocation of equal amounts of money from the state budget and local budgets for financing the upgrade of the tram and trolleybus fleets (UAH 842 million for upgrading tramcars and UAH 878 million for upgrading trolleybuses).

The document states that 85 tramcars and 899 trolleybuses were upgraded during the period of 2007-2012. During this period, the program did not provide for expenditure of state budget funds on implementation of these measures.

According to the new version of the program, electric transport is to be purchased from Ukrainian manufacturers (taking into account accessibility for people with vision, hearing, and musculoskeletal impairments, as well as other people with limited mobility), and the degree of localization should not be less than 80%.
