It provides for the creation of a railway safety management system in accordance with the requirements of EU legislation, which will increase the level of transport safety in the face of growing competition in the rail transport market; establishes the legal framework for technical regulation and approval of railway subsystems for operation; introduces a European approach to ensuring the maintenance of rolling stock and responsibility for its safe condition.
