Electronic cargo clearance will be introduced at Ukrainian seaports to replace paper cargo clearance, according to the press service of the Ministry of Infrastructure.
The Cabinet of Ministers adopted the relevant resolution on July 4, amending the resolution No. 451 of May 21, 2012 (on the procedures for clearing and handling cargo at seaports).
The resolution provides for creation of an information system for port communities, to which ports, carriers, shipping agents, freight forwarders, customs services, sanitary services, veterinary services, quarantine services, and other services, as well as port contractors will be will be connected.
Participants in the system will share, verify, process, settle, and transfer any type of information, as well as documents sufficient for monitoring and clearing goods and vehicles during cargo transportation.
"Introduction of the port community information system will minimize paper workflows, reduce the period of clearance of goods, optimize transportation, reduce the expenditures of all the participants in the process, and increase the productivity of terminals by providing prompt, accurate, and legitimate information to all the participants in the transport and cargo processes," Infrastructure Minister Volodymyr Kozak said at a meeting of the Cabinet of Ministers.
Similar electronic systems are operating successfully at ports in developed countries. According to the Ministry of Infrastructure, transparency and efficiency of clearance of goods will make Ukrainian harbors more attractive to shippers.
