An agreement on mutual understanding has been signed for the reconstruction of the M-15 Odesa-Reni highway within the framework of the "Preparation of Sustainable Projects to Promote the Recovery of Ukraine" (PREPARE Ukraine) project.

According to the Ukrainian Ministry of Development of Communities and Territories, the signing of this agreement officially launches preparations for this major public investment project, the CFTS Portal reports.

"The M-15 Odesa-Reni project is a priority for implementation and is included in the state's Unified Project Portfolio (UPP) of public investments for 2025. This involves full reconstruction and new construction of over 300 kilometers of the highway, which is part of the European route E87. It is important to emphasize that even though preparations for the project are currently underway, its implementation is possible only after the war ends," the ministry said.

The Recovery Agency added: "Reconstruction and new construction of facilities on the M-15 Odesa-Reni highway (to Bucharest) is one of Ukraine’s strategic national projects and is critically important for national security, economic development, and European integration. The project encompasses over 300 kilometers of roadway, including dozens of bridges, overpasses, and bypasses. The M-15 international highway connects Odesa with the city of Reni, which is located on the border with Romania. It is a key transport corridor in southern Ukraine and part of the European route E87. It is of strategic importance for logistics, exports, and foreign economic trade with the EU."

PREPARE Ukraine is a World Bank initiative aimed at preparing high-quality infrastructure projects in Ukraine. It helps state institutions build an investment portfolio, strengthen management capacity, and access international financing for the reconstruction of the country.

The program provides resources and expertise for the preparation of feasibility studies, strategic alternatives analysis, Environmental and Social Impact Assessment (ESIA), and investment justification.

During the 2025 Ukraine Recovery Conference, the government of Ukraine signed an agreement with the World Bank to launch the five-year PREPARE Ukraine program worth a total of USD 200 million. A Memorandum of Cooperation was signed between the Recovery Agency and the PPP Agency on 27 September.
