The Infrastructure Ministry has abolished state regulation of tariffs for port services. The relevant order, No. 239, was issued on June 10, 2014. Its official publication, after which it entered into force, took place on July 15.

The ministry canceled the Ministry of Transport’s order that approved the Trade Catalogue for operations involving the handling of cargo at Ukrainian ports (No. 392 of October 31, 1995), as well as the list of charges and fees for services provided to vessels at Ukrainian commercial seaports (No. 214 of June 27, 1996).

The Ministry of Infrastructure made this decision pursuant to Article 21 of the Law on Seaports. This article stipulates that tariffs for services at ports are free and that they are to be determined by the market participants themselves. The exceptions are tariffs for special services provided at ports by natural monopolies and services for which payments are part of port charges. The list of special services for which tariffs are subject to state regulation is to be determined by the Cabinet of Ministers.
