In order to create favorable conditions for efficient planning, preparing and implementing infrastructure projects in Ukraine, a Strategy and Complex Action Plan for Reforming the Infrastructure Projects Cycle Management in Ukraine was developed and launched in December 2019, under the leadership of the Ministry of Infrastructure of Ukraine, the Ministry of Regional Development, Construction and Housing of Ukraine and with the support of the EU Delegation to Ukraine and the European Investment Bank. 

Some of the benefits of the upcoming transport infrastructure reform are:

  • Better planning, preparation and prioritization of transport infrastructure projects in line with EU best practices and standards;
  • Decreased costs and reduced delays in the implementation of transport infrastructure projects;
  • Improved quality and sustainability of the Ukrainian transport infrastructure;
  • More efficient use of public funds in developing Ukraine’s transport infrastructures
  • Reduced misappropriation of state funds;
  • Larger investments in the development of the transport sector will be made by the international financial institutions and private investors.
  • The implementation of the Strategy and Action Plan will help reduce the time and cost of building public infrastructure and will promote accountability and transparency, as well as improve services.
