Although the country has a broad transport infrastructure, it needs to be modernized, extended, and the quality of services improved through gradual alignment with the European standards. In its current state, it meets only the basic transport needs of the country. 

Reforming the present practices in planning, building and operating transport infrastructure in Ukraine in line with EU norms is critical to offering effective, efficient and safe transport services to the industry and population, hence to economic development and growth. 

To support reforms in the transport sector, the European Union is providing significant financial and capacity development support to Ukraine.
