The Ministry of Development of Communities and Territories, in cooperation with the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD), is preparing two concession projects in the port of Chornomorsk. The concession project for the port’s Terminal No. 1 and Container Terminal is already in the phase of preparation for competitive bidding.
The feasibility study for the concession project for the port's Ferry Terminal was presented in February this year, the CFTS portal reports.
According to First Deputy Minister of Development of Communities and Territories Aliona Shkrum, the feasibility study for the port's Container Terminal has already passed the internal approval procedure. A tender commission is currently being set up in preparation for the concession tender, Shkrum said during a meeting with a delegation from the IFC.
"We are looking forward to holding a conference for potential investors in this project, scheduled for 24 April 2025 in Warsaw," she said. "I want to thank the IFC for remaining a reliable partner, and I look forward to continuing our joint initiatives."
Deputy Minister Maryna Denysiuk, who also attended the meeting, said that it is in the interests of the Ministry of Development of Communities and Territories to involve the private sector in the restoration and development of roads, which was suspended in 2022 because of the full-scale invasion of Ukraine. According to Denysiuk, government officials are awaiting the completion of the National Tolling System project.
Recently, the Chornomorsk port hosted a working meeting of representatives of the Ministry of Development of Communities and Territories of Ukraine, advisors, a team from the SPILNO public-private partnership project office, the management of the state enterprise Chornomorsk Commercial Seaport, and representatives of the Chornomorsk branch of the Ukrainian Sea Ports Authority (USPA). Discussions at the meeting focused on preparations for the concession tender for the port’s Terminal No. 1 and the Container Terminal.
