The Cabinet of Ministers expects a system of public administration in the area of railway safety to be created in accordance with the provision of the European Union’s legislation by July 2017. This is stipulated in the government directive No. 847 dated 17 September, which approved a plan of measures for implementation of the association agreement between Ukraine and the European Union, the Interfax Ukraine news agency reports.

In addition, the document provides for implementation of a number of measures in the transport sector. In particular, it provides for creation of an infrastructure for assessing the professional competence of drivers providing services involving transportation of passengers and goods by road by the year 2017; conduct of research and implementation of measures to upgrade railway border crossings on the borders with member countries of the European Union to bring them in line with European standards (by July 2015); accession to the United Nations Convention on International Multimodal Transport of Goods by December 2016.

The plan also provides for facilitating preparation of draft concepts for development of Ukraine’s national transport network in the period of 2015-2025 and programs for its development; preparing a draft law aimed at adapting Ukrainian legislation on multimodal transport to the European Union’s legislation and submitting it to the Cabinet of Ministers for consideration.

It also provides for drafting a plan for development of a network of logistics centers and programs for optimizing transportation of grain, including transportation through inland waterways, by the end of 2015. It further provides for simplification of the procedures for international trade during transportation, including introduction of the "Single Window - Local Solution" technology.

In addition, the plan provides for introduction of a national transport model during the planning and implementation of a strategy for development of transport infrastructure; creation of an automated information system for collecting and analyzing data on transportation of passengers and goods, including transportation on transit; strengthening the Ministry of Infrastructure’s institutional capacity to develop transport infrastructure (the ministry will adopt the best European Union practices on formulation of public policy).

The plan also provides for amendment of the legislation to equip trucks with gross weights of more than 3.5 tons and international and inter-city buses with devices for limiting speed in accordance with the European Council Directive 92/6/EEC of 10 February 1992.

In addition, the plan provides for introduction of legal acts for implementing the provisions on developing railways, licensing railway enterprises, allocating railway infrastructure capacities, and levying payments for the use of railway infrastructure with the aim of creating a system of equal access to it.
