The Kryukov Railcar Building Works will build trains for the Air Express project (suburban electric trains between the Boryspil airport and Kiev). According to the press service of the State Agency for Investment and Management of National Projects (Derzhinvestproekt), the Air Express National Project state enterprise signed a "document on cooperation" with the China National Machinery Industry Complete Engineering Corporation (CMCEC), in which the Kryukov Railcar Building Works is designated at the manufacturer of the trains, in Beijing (China) on December 5.
"The document that was signed with the Chinese side today allows transition to the phase of placement of an order for and manufacture of the trains that will be operated within the framework of the Air Express national project. We are satisfied that these trains will be produced by the Kryukov Railcar Building Works in cooperation with the Chinese partners, which will facilitate restoration of the production volumes at the Ukrainian railcar-manufacturing industry’s flagship,” the press service quoted the Air Express National Project’s head Andrii Haluschak as saying.
According to the press service, there are plans to prepare agreements on production, procurement, and supply of the equipment necessary for implementation of the national project following the signing of this document. The press service added that the volume and list of materials and components of Ukrainian and Chinese origin that will be used in the production of the trains would be determined. How long this preparatory work will take is not specified.
As reported, Ukraine has been trying to implement the Air Express project for several years, but the start of large-scale construction works has been delayed repeatedly. Commencement of construction was announced in late 2011, but it did not proceed beyond a ceremony. The Southwestern Railroad announced the start of the practical phase of the preparation for construction of the Air Express at the end of August this year.
The project is expected to be financed by China - the Chinese government agreed to provide a loan of USD 372 million to Ukraine in July 2012. It was later announced that Ukraine had not receive the money from China, and there were also disagreements on the degree of participation of Chinese workers and companies in the project. The loan will need to be repaid within 15 years. Derzhinvestproekt expects the cost of the high-speed suburban electric trains to be recouped in 8-10 years. According to the latest information, the main construction work is expected to begin in early 2014 and the project is expected to be completed in about two years.
