According to the National Resistance Center, the Russian Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) is installing automated systems at the enterprises for the production, processing, and storage of agricultural products, especially grain, that are under the control of the Russian occupiers.

The software package it is installing includes the Argus, Cerberus, Mercury (veterinary supervision), and Vesta (phytosanitary) subsystems. These software tools are designed to automate the process of collecting and analyzing information about agricultural products intended for export outside the Eurasian Union’s member states.

"In the context of the sanctions imposed on Russia for the war it launched against Ukraine, China remains a key export market for Russia. Currently, Russia is actively exporting stolen grain from temporarily occupied Ukrainian territories to Syria and Turkey under the guise of exporting its own harvest. The launch of the software will allow it to expand the export geography of looted goods, particularly to include China," the statement said.
