The State Automobile Road Service (Ukravtodor) estimates the national economy’s losses as a result of bad roads at UAH 24 billion per year.
"The budget annually loses about UAH 24 billion because of the poor quality of roads, and that is a very rough figure because we cannot calculate the losses of private companies, which spend double the amount they would have spent on transportation if they drove on good roads," Andrii Martens, an adviser to the head of Ukravtodor, said at a press conference on Tuesday, the CFTS correspondent reports.

According to him, about 97% of Ukraine’s roads are in unsatisfactory condition. The reason for this is corruption, misuse of funds generated from excise duty on fuel, lack of a strategy for development of roads, and numerous mutually exclusive functions at Ukravtodor, which simultaneously acts as the customer, the contractor, and supervisor of road works.
In addition, according to him, it is necessary to ensure efficient operation of size and weight controls to ensure protection of roads from overloaded trucks.
According to Martens, it is necessary to reduce the proportion of roads in poor condition to 10% by 2035. In addition, about 50% of roads should be in good condition and about 40% in satisfactory condition.
