Law enforcement authorities are delaying the investigation of the case involving Ukrzaliznytsia’s contract with the Premier Leasing company. The head of Ukrzaliznytsia’s legal department, Oleh Titov, announced this, the CFTS correspondent reports.

"I personally collected and compiled all the materials on the relationship with this company in June and filed the relevant statement with the law enforcement agencies, which, for unknown reasons, are considering this statement at a leisurely pace and taking very long to do it. There is no response to our follow-up request for information about the outcome of its consideration," Titov said at a press conference on Tuesday.

According to him, Ukrzaliznytsia has many questions to the law enforcement agencies, which are hindering the investigation of high-profile cases involving infliction of serious losses on railways. "High-profile cases involving embezzlement in Ukrzaliznytsia - not involving millions but billions - are being sent to the Krasny Liman transit police station for investigation while the Central Investigation Department for Especially Important Cases is investigating reports on the internet and in the mass media," Titov said.

He also said that the cases involving operations with the Ukrleasing and Yevroinvestbud companies were in limbo.

In addition, Titov said that after attempting to terminate an unbeneficial contract with a logistic company Ukrzaliznytsia received an inquiry from a parliamentary deputy, who asked why Ukrzaliznytsia was interfering with the operations of the company. According to him, the parliamentary deputy who sent the inquiry previously appeared at Ukrzaliznytsia as the commercial director of this company. Titov did not name the parliamentary deputy.

As reported earlier, the Donetsk, Lvov, and Odessa railways signed contracts with Premier Leasing for supply of 350 locomotives in 2013 based on the results of the relevant tenders. The state-owned enterprises Darnytsky railcar repair plant and Ukrspetsvagon concluded agreements with Premier Leasing for supply of 5,000 gondola cars in 2012.

Premier Leasing LLC was registered in 2011. It specializes in financial leasing involving major infrastructural projects. According to information from the company, it has the largest portfolio of leasing deals in Ukraine. Its largest customer is Ukrzaliznytsia: the company signed a number of agreements for provision of financial leasing services worth more than UAH 25 billion with structural units of Ukrzaliznytsia in the period of 2012-2013.
