A new tender, the fourth in a row, has been announced for design documentation for construction of a new runway at the Dnipro airport.
The Ministry of Infrastructure announced this in a statement, the CFTS portal reports.
According to the Ministry of Infrastructure, a decision was made on January 21 to cancel the tender that was announced on December 18, 2019, and invite new tenders.
The ministry said that four tender proposals were submitted during the third tender process, but the tender committee decided to reject the tender proposals and invite fresh tenders.
According to the ministry, the tender proposals that were submitted did not fully meet the qualification criteria, as a result of which the winner of the tender could not be legally determined. The ministry believes that "individual bidders offered openly dumping prices for their services, which, in turn, raises doubts about their professionalism and the quality of the future project documentation."
As reported, the Progresstekh Ukraine company offered the best price of UAH 12,997,000, compared with the expected price of UAH 26.514 million (including VAT).
The other participants in the tender were Altis Construction LLC, Ukrdorproekt Institute LLC, and the Pivdendiprondiaviaprom state enterprise.
The first tender was canceled at the end of summer 2019 after Altis Construction complaint that the tender conditions were discriminatory. On December 17, the tender committee decided that the applications from the four companies did not meet the tender requirements.
